Benoa Harbour’s full-service superyacht marina is planned to deliver 180 berths — 50 of them superyacht slips for vessels up to 295 ft (90 m) — with in-marina fuelling, provisioning, and integrated customs and immigration. Every facility below is a published plan, dated to 2024–2026 industry reporting, and the completion timeline may still shift.
That short answer is the headline. The useful part is the detail underneath it — which shoreside services will actually exist when you step off the passerelle, and which are still renderings on a developer’s site plan. If you are lining up a vessel for the 2027 season or simply want a reference you can bookmark, here is the full-service facilities list, kept deliberately honest about what is built versus what is targeted.
What does “full-service superyacht marina” actually mean at Benoa?
A full-service marina is not just a row of berths. The term implies that a yacht can arrive, clear in, refuel, take on provisions, get technical work done, and send guests ashore to food, retail and event venues — all inside one licensed facility. Benoa Marina Bali describes itself as the only exclusive marina dock in Bali specifically serving yachts, and states it is officially registered and licensed by Indonesian authorities.
The context is worth holding in mind. Benoa Harbour is Bali’s main commercial port and its established yacht gateway, handling vessels from roughly 40 m upward, and sits about 30 minutes by road from Ngurah Rai International Airport — a transfer a reported flyover project is expected to cut toward roughly 5 minutes once operational. Historically, the legacy Bali Marina held boats up to about 30 m, with room for two 35 m yachts at once; anything larger used port-authority-controlled alongside jetties. Moving from that to fifty 90-metre-capable slips is a change of category, not a refit. And once guests are aboard, a Benoa base puts a curated yacht party charter Bali within easy reach of Nusa Dua, the Uluwatu cliffs and the Nusa Penida and Lembongan islands — the same day-charter water that exists today, regardless of which construction phase the marina has reached.
Who is building it, and what has already broken ground?
According to industry reporting, on 22 May 2025 PT Marina Development Indonesia (MDI), working with state port operator PT Pelabuhan Indonesia (Pelindo), broke ground on Bali Benoa Marina — described as Indonesia’s first full-service international yacht marina. The berthing infrastructure uses high-performance floating concrete pontoons engineered by SF Marina of Sweden, a system specified for superyacht-grade loads.
That groundbreaking is the one hard, dated event in this story. Everything that follows is phased plan, and marina construction slips almost everywhere in the world. Read the dates as stated intentions from developer and industry announcements, not delivery receipts.
Which facilities arrive in which phase?
The published phasing, as reported across 2024–2026, lays out like this:
| Phase | Published target | Facilities delivered |
|---|---|---|
| Phase 1 | Q4 2025 | Dock B — 40 berths plus a welcome station; enables pilot operations |
| Technical phase | Q2 2026 | Maintenance, repair, workshops and fuelling capability |
| Phase 3 | Q3 2026 | Expansion to 180 berths, integrated customs and immigration, streamlined provisioning, digital booking; slips configured for yachts up to 90 m |
| Phase 4 | Q4 2027 | Waterfront precinct — F&B, premium retail, yacht-sales offices, dedicated MICE venues |
Reporting also noted that by mid-2026 all 180 berths were anticipated to be structurally complete. Treat the later phases with the most caution: projections beyond Q3 2026 are the ones most likely to move.
What is on the complete facilities list at build-out?
Rolled together, the end-state list — per published plans as of 2026 — covers five service groups:
- Berthing: 180 berths total, 50 of them superyacht slips for vessels up to 295 ft (90 m), all on SF Marina floating concrete pontoons.
- Technical services: maintenance, repair, workshops and fuelling, targeted from the Q2 2026 technical phase.
- Clearance: customs and immigration processing inside the marina, part of the Q3 2026 scope.
- Operations: streamlined provisioning channels and a digital booking system for berths and services, also Q3 2026.
- Shoreside precinct: food and beverage, premium retail, yacht-sales offices and dedicated MICE (meetings, incentives, conferences, exhibitions) venues in the Q4 2027 waterfront build.
One honest gap: the published phasing does not itemise shore-power specifications — voltage, amperage or frequency at the pedestals. SF Marina pontoon systems typically ship with integrated utility runs, so shore connections are a reasonable expectation, but as of mid-2026 reporting no Benoa-specific electrical spec had been released. Any captain running heavy hotel loads should confirm this through their agent or the marina office before committing.
How will fuelling and provisioning work before Phase 3 lands?
Fuelling sits in the technical phase, targeted for Q2 2026. Until a fuel dock is confirmed operational, superyachts at Benoa should plan the way they always have in Indonesia — bunkering arranged through a licensed local agent, usually by truck to the quay and booked days ahead rather than on arrival.
Provisioning follows the same path. “Streamlined provisioning” is named in the Phase 3 scope alongside digital booking, which points to consolidated in-marina supplier access from late 2026 onward, if the date holds. In the interim, chefs and pursers work through Bali-based provisioners and their agent, with deliveries trucked dockside. It is slower and more paperwork-heavy than the one-stop future being marketed, but it works today.
Will customs and immigration really sit inside the marina?
The Phase 3 plan says so, from Q3 2026. That would compress a process that currently runs across several agencies. Foreign privately registered yachts need the Indonesian Cruising Permit — locally the Vessel Declaration — a customs temporary-import permit allowing up to 3 years in-country, with agents typically applying online about 48 hours before arrival. Since 3 December 2011, the old customs bond was replaced by a guarantee letter from a licensed Indonesian company; the PIB import notification is processed at first port, the CAIT is the security clearance, and both extend in three-month increments up to three unbroken years, with departure using a PEB export notification. The one hard historical fee on record is a US$150 CAIT processing charge.
Arrival still means flying the “Q” quarantine flag pending health, customs and immigration inspections, with passports stamped by Immigration at Benoa. Indonesia offers a 60-day tourist visa, visa-on-arrival for most nationalities, and crew and guests are treated as tourists; passports must be valid 180-plus days beyond the stay. Cruising-permit documents include the certificate of registration, insurance with wreck-removal cover, crew and guest lists, last-port clearance, ship’s particulars, a crew-effects list, a NIL list for restricted items, and declared controlled-drug and first-aid contents. An in-marina counter would not delete a single line of that checklist — it would put the officials, the agent and the yacht within a hundred metres of each other.
How should you read the 2027 timeline?
As an outlook, not a prediction. The groundbreaking is dated and real; the phase targets are published intentions that, like most large marina projects, may slip. What is not speculative is the water itself — the day-charter range from Benoa across Nusa Dua, Uluwatu, Nusa Penida and Lembongan is available now, and each completed phase mainly upgrades the shoreside experience wrapped around it.
